Simon Mitchell

Divisional Director – Reed Assessment

Simon has over 24 years experience in Computer Based Assessment. During this time has been closely involved in Driver Theory Test delivery for both the DVSA (Driver and Vehicle Standards Agency) and RSA (Road Safety Authority). He currently has responsibility for the annual delivery of over two million driving theory tests on behalf of the DVSA: helping to keep British roads safe via rigorous and secure testing.

He has successfully implemented and supported testing centres around the globe, including building out new networks in the UK, Ireland, Continental Europe and India. He is dedicated to helping others reach their full potential, with involvement in global mentoring programmes.

Simon has a BEng Honours degree in Manufacturing Systems Engineering from Leeds Beckett University.

Toni Stoddart

Head of IT & Security

Toni is responsible for security policies and procedures for candidate testing on all Reed Assessment contracts. She brings a wealth of 30+ years of expertise in security management including physical security, operational security, risk management, incident management and business continuity. She has a background in managing security for Defence organisations, and prior to working for Reed Assessment was the Principal Physical Security Adviser at the Houses of Parliament and most recently the Head of Security Operations at the Royal Household.

Toni is Head of the Security and Incident Management (SIM) Team which provides security support and guidance across Reed Assessment. The team also oversees our response to all fraud incidents.

Nicola Taylor

Program Director, Reed Assessment

Nicola brings over 25 years of specialist experience in Computer‑Based Assessment and Test Development Services. Her career spans senior roles in both Operations Management and Global Account Management, where she has consistently delivered high‑performing services across large, complex international portfolios. She has a strong track record of client retention, strategic growth, and building long‑term partnerships.

At Reed, Nicola leads the DVSA contract, overseeing the successful delivery of more than two million tests each year. She is responsible for managing the partnership with DVSA and ensuring the highest standards of service quality, security, and operational excellence. Under her leadership, a dedicated team of 600 colleagues provides a world‑class testing experience through a secure, resilient, and customer‑focused national network.
